Being in the sitemap is a request; being reachable by links is the answer. A page a crawler cannot walk to from the home page competes for budget it will not get.
The finding reads:
critical unreachable the page cannot be reached from the home page by following links
Add a path from the home page: the page is in the sitemap, but a crawler never reaches it.
Collapsed when it fires template-wide. If it appears on 90% or more of the pages — or of one language version — of a site with at least 20 pages, it is a property of the template and is reported once, with the count, instead of once per page.
Suppressed on JavaScript shells. A page with no text in its source HTML would trip this check for a reason that is already reported as js-shell, and repeating it four times is not four times as informative.
